The main responsibilities of the county municipality includes the running of 23 upper secondary schools with 2,000 teachers. It also owns and finances the county's road network, although operation is done through the Norwegian Public Roads Administration. Further responsibilities are public transport, 37 dental clinics with 200 dentists, culture and cultural heritage. ==Governance== The county council ((ノルウェー語:Fylkesting)) has 47 members that are elected to four year terms. The council usually meets four times a year to conduct business. The council elects one of its own to be the county mayor who leads the council. The council also elects 13 of its own members to an executive committee, which is headed by the county mayor.
